The International Textile Forum Tajikistan — 2026 is a specialized platform providing direct access to investment projects for the development of a full-cycle textile manufacturing industry in the Republic of Tajikistan, operating predominantly on the basis of 98% renewable hydropower energy. Tajikistan offers investors a unique combination of advantages: access to over 100,000 tonnes of cotton fibre annually, "green" electricity for companies seeking to decarbonize their supply chains, long-term tax and customs incentives, investment agreements backed by parliamentary ratification, and a 50% electricity discount for textile enterprises operating a full production cycle. The Forum is positioned as an investment gateway and a clear signal to the international market that Tajikistan is ready to host full-cycle production projects — from raw cotton to finished goods — underpinned by green energy and institutional state guarantees. It complements the national strategy with elements of a modern investment platform: a unified project presentation standard, transparent deal architecture, industry hub branding, and a systematic post-event communication framework with investors. It should be noted that from 8 to 10 July 2025, the capital of Tajikistan hosted the inaugural International Textile Forum, which became a landmark gathering for industry representatives from over 40 countries. The key outcome of that event was the signing of a Memorandum of Understanding with global textile equipment manufacturers, aimed at introducing advanced technologies and technically re-equipping spinning facilities in the country. The Forum 2025 confirmed Tajikistan's investment potential and production capabilities, laying the groundwork for further expansion of international cooperation. I. GENERAL INFORMATION ABOUT THE FORUM Name: International Textile Forum Tajikistan — 2026 Venue: Dushanbe, Republic of Tajikistan (Hyatt Regency Dushanbe) Date: September 23, 2026 Organizers: • Ministry of Industry and New Technologies of the Republic of Tajikistan; • Supported by the Government of the Republic of Tajikistan and the International Textile Manufacturers Federation (ITMF). Strategic Context The Forum is held within the framework of the National Strategy for the Development of Cotton Production, Processing, and the Textile Industry in the Republic of Tajikistan for the period 2024– 2040, which envisages the establishment of several large full-cycle textile clusters and a phased increase in textile exports to USD 3 billion. The concept of positioning Tajikistan as a "green" textile hub is an integral part of this strategic course. II. GOALS, OBJECTIVES, AND POSITIONING OF THE FORUM 1. To establish and consolidate Tajikistan's positioning as a country with full-cycle textile production based on 98% renewable energy, attracting foreign direct investment and strategic partnerships with global players to achieve the target level of textile exports. 2. Positioning 3 Within the Forum, Tajikistan is positioned under the concept of the "green backbone" of Eurasian textile supply chains, built on three key pillars: a) Energy Foundation for Green Enterprises The predominant use of hydropower resources (98% of electricity generated) and the provision of preferential tariffs (up to 50% discount for full-cycle enterprises) create conditions for low-carbon production that meets the current ESG requirements of international partners and global brands. b) Institutional and Legal Certainty Long-term tax and customs incentives, investment agreements with parliamentary ratification, and the Government's commitment to supporting investors at all stages of project implementation form a regime of high predictability and legal protection of capital. c) Project Readiness and Supply Chain Transparency The availability of prepared feasibility studies (FS) for textile clusters, the development of digital traceability of production chains, and the focus on implementing Industry 4.0 technologies create the prerequisites for integrating Tajik enterprises into global value chains on competitive terms. Key Objectives of the Forum • To position Tajikistan as a jurisdiction with one of the most "green" energy balances in the region and preferential tariffs for full-cycle textile enterprises. • To form and present to interested investors a portfolio of fully infrastructure-equipped, landsecured, and state-guaranteed full-cycle textile cluster projects in a unified investment format. • To demonstrate the compliance of Tajik textile projects with international sustainability and certification standards (BCI, GOTS, ISO 14001), given the high share of renewable energy sources and deep localization of production chains. • To facilitate technology transfer and digitalization of the textile industry based on Industry 4.0 solutions. • To ensure direct interaction between investors, financial institutions, equipment manufacturers, and domestic enterprises through targeted negotiations, thematic sessions, and investment case presentations. III. TARGET AUDIENCE AND PARTICIPANTS International Participants • Official delegations from more than 40 countries (including China, the Russian Federation, Turkey, Iran, India, Pakistan, the Republic of Korea, Japan, Singapore, Vietnam, Austria, Switzerland, Belgium, Italy, Germany, the United Kingdom, Saudi Arabia, Egypt, Jordan, the United Arab Emirates, Armenia, Belarus, Uzbekistan, the Kyrgyz Republic, Kazakhstan, Turkmenistan, and Azerbaijan). • Textile equipment manufacturers: Rieter, LMW, USTER, Toyoda, Saurer, Truetzschler, Textima, Marzoli, Picanol, Bajaj, and other leading suppliers of spinning, weaving, dyeing, finishing, and cotton ginning equipment. • Investors and financial institutions: International Finance Corporation (IFC), World Bank (WB), European Bank for Reconstruction and Development (EBRD), Asian Development Bank (ADB), Islamic development banks, as well as direct and portfolio investment funds focused on sustainable projects and green bond instruments. • International organizations: International Textile Manufacturers Federation (ITMF), GIZ, UNIDO, and other relevant bodies involved in the development of sustainable supply chains and industry standards. National Participants • Ministries and agencies of the Republic of Tajikistan involved in industrial, investment, financial, and foreign economic affairs. • Existing and prospective textile enterprises of the country interested in expanding production capacity, modernization, and attracting strategic partners. • National financial institutions and development banks. • Research organizations and higher educational institutions prepared to participate in workforce training and innovation in the industry. The expected total number of Forum participants is 200–250 persons, including at least 100 foreign delegates. IV. EXPECTED OUTCOMES Investment Attraction Reaching cooperation agreements reflected in signed agreements, memoranda of understanding, and, where ready, investment contracts for full-cycle textile cluster projects. Quantitative Participation Indicators Ensuring the presence of 200–250 delegates, including at least 100 foreign participants representing various segments of international textile chains, financial institutions, and technology suppliers. Media and Reputational Impact Achieving wide coverage in international industry publications and specialized media, including digital and social platforms, with a focus on sustainable development, green energy, and the investment climate of Tajikistan. Attracting Transnational Companies Expanding the presence of major international brands and equipment manufacturers engaged in the implementation of textile cluster projects. CONCLUSION The International Textile Forum Tajikistan — 2026 is envisioned as a strategic investment platform that brings together national priorities, real production projects, and the interests of international capital. The Forum offers investors a unique combination: access to a significant volume of cotton raw materials, green energy, competitive tax and customs conditions, legal protection through parliamentarily ratified agreements, and a portfolio of investment-ready projects with detailed feasibility studies. The event, scheduled for September 2026, is intended to serve as an entry point for investors interested in participating in the formation of a regional "green" textile hub — from the current volume of raw cotton exports to a phased achievement of USD 3 billion in finished textile product exports.
